Shiny shadow encounters are not available through Giovanni's Super Rocket Radar.
Tip: While Giovanni's encounters all have a 6/6/6 IV floor, the current weather can affect the encounter level. During Sunny/Clear/Windy weather conditions, Shadow Reshiram's level will be 13 as Dragon/Fire types are boosted. All other weather conditions will give an encounter level of 8.
Therefore, Shadow Reshiram will have the following CP ranges:
