Tip: While Giovanni's encounters all have a 6/6/6 IV floor, the current weather can affect the encounter level. During Windy weather conditions, Shadow Tornadus Incarnate's level will be 13 as Flying types are boosted. All other weather conditions will give an encounter level of 8.
